Means 8:30. Can be used for any half hour of the day -- half three, half seven, half ten. Not so much for half noon.

Don't worry, while we say "Half eight" as a shortened version of "half [an hour] past eight", if you were to go to Germany, it effectively would mean "half an hour to eight" i.e., 7:30.
yes, i actually learned it in german as 7:30 before i went to england/australia and learned it as 8:30 here. makes things terribly confusing!
