Americans, do you get this? Of course it means not to toss your litter on the ground, but there's a pun in it, too: a "tosser" is slang for a jerk. Also called a "tool" or, occasionally, a "spanner." ("Spanner" meaning "wrench," which is a tool.)

"Tosser" also has a sexual connotation not necessarily associated with "jerk" (although it could be).
