quicko: vocab lesson

Hoons, pl. n., wild young guys prevalent at large public gatherings; the sort who catcall, shout and stir up just a bit more trouble than they should. Generally lacking education. Not found in the singular. See also: lads, westies, hooligans.

What you've described is a bogan or (in Sydney) a westie.

A hoon specifically refers to a person driving a car in an irresponsible and unsfafe manner, especially with loud bottom heavy music playing. It also makes a perfectly acceptable verb (He's a hoon, they were hooning). Of course, a person could well be a bogan and a hoon at the same time. God help them.
