In Australian English, means "below average," particularly with regards to food.
For example: "The Coogee Bay Hotel has a great view, but their food is really average."
Translation: "The Coogee Bay Hotel has a great view, but the food is crap."

Makes one wonder if this is just a random example of the language, or if there is a story behind the location chosen to be used with the descriptor.
I've often wondered about this one.
I think it's an attempt to bring the general Australian trend towards awesomeness into line with global standards. Things in Australia are generally so freaking fantastic that things which seem to us to be below standard when compared with our general levels of brilliance would actually be simply considered average when compared to the standards of less fortunate places such as Somalia, Haiti, The Dominican Republic and England. Our adoption of a more universal description is a community service endeavour to reduce the confusion of English tourists, who consider it pefectly normal if your beer is warm and your food is rubbish.
Oh, now I get it. I had forgotten that former posting. Clever.
