quicko: internet billing

In Australia, you pay for your internet in terms of the amount you use, but in America you have unlimited amounts, you pay instead for the speed of the internet connection.

Oh, we have prices based on speed too - someone who can only get ADSL rather than ADSL2 shouldn't have to pay the same rate. And some providers offer 'unlimited' usage - they just may 'shape' (speed limit) your service.
