Engagement parties are reasonably typical parts of Australian culture, particularly when there is a long (or undetermined) span of time between the engagement and the wedding. They're usually afternoon/early evening sorts of affairs with family and assorted friends from various places (church, work, sports teams, etc.). Children may well be invited as well to the mix-and-mingle event. Presents are happily received but (I'm hoping) not required. I've personally had a run of engagement parties to attend recently and am pretty sure I haven't mortally offended by only taking a card to each of them ...

Depends on how well you know them. If you're a periphery friend then a card is ok (could always sweeten it with a $1 scratchie card if they and you aren't completely anti-gambling in any form).
A very good friend will understand that you have no money and be happy with the card.
Somewhere in between - go in with another friend or three to get a card and a gift or gift-card from somewhere like Bunnings (if they have a house or garden of their own) or a department store. Three people chipping in $10 each gets you a card you all sign and $25 gift-card which allows the recipient to get something 'worthwhile'. Choose your own 'chip-in' figure to suit your budget.
