Well ... technically I was inclined to think it was the pastor blessing them, but your theory's a bit more intriguing.
I go with the third arm theory, too, as no other part of a pastor is visible.
I'm with Kim on the blessing pastor theory - I saw his hat - but like Garry I at first thought he'd sprouted an extra arm.
